Reports to and receives general and specific supervision from the Executive Director of the BRP & EDC with considerable latitude for independent action.
Work with new and existing business and industry in the region to encourage and secure location and expansion. Keep business and industry in the region informed regarding government procurement, exporting, job training programs, enterprise zone information, etc., through the use of workshops and seminars. Communicate and work with the economic developers, counties, cities and chambers of commerce in the region to promote involvement and commitment to business and industrial development. Keep an up-to-date fact book and profile data, including an industrial and business directory and current employment statistics of the six county region. Prepare all required Economic Development Administration (EDA) reports including the Annual Overall Economic Development (OEDP), and Annual EDA Planning Grant. Assist the planning and establishment of funding programs for regional business and industry by keeping abreast with current financing programs of the Small Business Development Center (SBDC), the Economic Development Administration (EDA), Missouri Department of Economic Development (DED), USDA-Rural Development (RD), the Missouri Department of Natural Resources (DNR), and other funding sources. Prepare and submit grant applications for all economic development projects within the region. Responsible for total administration of these projects after funding to insure that all compliance areas with state and federal regulations have been met. Submit Community Development Block Grant (CDBG) applications; submit Emergency CDBG applications as necessary; assist the Community Development Director in the overall duties of the administration of the CDBG programs and projects; monitor all projects for compliance with Federal, State and Local regulations, policies and guidelines, including, but not limited to, citizen participation, environmental review, labor standards, procurement, civil rights, contract management, along with other assignments as required; maintain control of accounting documents, wage rates, grant financial information for processing and preparation of financial reports for all projects, attend monitoring sessions with the Missouri Department of Economic Development Field Representatives and city officials; attend workshops in Jefferson City or other locations regarding preparation for grant applications and grant administration; solicit and work with auditors on all CDBG projects; prepare close-out reports on all CDBG projects as required; and perform various other duties as required by the Community Development Director and the Executive Director. Through the use of public relations activities promote the use of a regional approach to all of the above mentioned activities of the Bootheel Regional Planning & Economic Development Commission.
