At the August 21, 2007 session of the Pioneer Trails Regional Planning Commission Board of Directors, the Board voted unanimously to appoint Randall (Randy) B. Mr. White is currently the 509th Bomb Wing Civil Engineer Squadron, Chief Engineer at Whiteman Air Force Base and has 28 years of experience in facility planning, design and construction as design engineer, construction manager and program director. As Base program director, Mr. White led the development of the Air Force’s next generation (B-2) ‘Stealth’ Bomber facility support. Mr. White has also served with and led various policy committees within the Whiteman AFB and surrounding communities. He has also served as Chief of Engineering Planning, Chief of Environmental Flight, Chief of Engineering Design Element and Chief of Construction Management at Whiteman AFB. Most recently, Mr.White serves on the Joint Land Use Study committee developing a cooperative land use planning effort surrounding the Air Force Base.

Mr. White holds a BSCE in Civil Engineering from the University of Missouri – Rolla and a MA in Management from Webster University in St. Louis, Missouri. He received his Professional Engineer (PE) license from the State of Missouri in 1984.

“The Pioneer Trails Board evaluated a number of strong candidates for the Executive Director position,” said Harland Mieser, Chair of the PTRPC Board, “And Randy impressed us both with his extensive management and organizational experience and also his strong interpersonal relations skills. He will represent us well with our member communities and various state and federal partners.”

Mr. White will transition into the Executive Director position over the Fall with an official start date of January 3, 2008. During this time, Doug Hermes will continue as Interim Executive Director and will assist Mr. White in the transition. “I am extremely excited with this new challenge,” said Mr. White. “Working for the PTRPC and its member communities will afford me the opportunity to remain in the area that my wife and I call home and still work in the public sector to help our region continue to grow and prosper. I look forward to meeting with all the counties and cities to learn how we might best be of assistance.”

The Pioneer Trails Regional Planning Commission serves the four-county region of Saline, Pettis, Lafayette and Johnson Counties. Its Board of Directors comprises representatives of the counties and municipalities and provides planning coordination and technical support for jurisdictions throughout the region. PTRPC is the Lead RPC for Region A under the Governor’s “Statewide Homeland Security Regionalization Framework”, a planning partner under the Missouri Department of Transportation’s “Statewide Planning Framework” and is on track for designation as an Economic Development District by the US Economic Development Administration. PTRPC also provides a variety of technical support services to local governments including planning, mapping, grant writing and administration assistance.
